Faction War

The Faction War was a brief but tumultuous time in Sigil history where a faction (of which we will not speak) tried to rise up and oust the Lady of Pain. The Lady seemed to decide the problem was the number of factions (there were, at that time, fifteen) and enacted a new rule that only twelve factions were allowed henceforth.
